What Happened to the Training Benchmark Requirement?

Employers used to have to meet a specific training benchmark, generally spending a set percentage of payroll on training Australian staff, to sponsor a worker. This requirement was abolished on 12 August 2018 and replaced with the Skilling Australians Fund (SAF) levy, a fixed charge paid by the employer when lodging a nomination application. The SAF levy applies to nominations under the Subclass 482, 186, and 187 programs, and the employer must pay it in full at nomination stage rather than demonstrating ongoing training spend. Employers are not permitted to pass this levy on to the visa applicant.
